No. Share the link and they can spin it on their own phone without signing up for anything.
Will it remember who did what?
Every spin is recorded on the wheel with its result and time, so you can look back. Elimination, which stops the same name coming up twice, only lasts for the session you are in.
Can I make some outcomes rarer?
Yes. Give an entry a smaller weight and it takes a smaller slice, so it comes up less often and everybody can see that it does.
